It does seem feasible that you could get a monarchist IG under a dictatorship though as I believe laws affect the likelihood an IG leader gets certain traits.

Imo, I love the Dominion of America/New England path for New England. The South African style Dominion flag goes so hard, and the flavor/roleplay is excellent. Going the American monarchy path is also fun, for an elective monarchy United Duchies of America with good flavor too.
