After much searching I found that going into Nvidia Control Panel, manage 3D settings, and forcing PS Remote Play to 60 FPS Max Frame Rate finally solved my woes. Just putting this here in case anyone looking for a fix needed a different option.

This isn't the case for pc to pc remote play, its just supposed to autodetect the window and because it launches epic games first, then BL3, it doesn't detect properly.
