The pain of a U.S. government shutdown is poised to intensify this week as the funding lapse nears a full month with no resolution in sight.

"But I'll tell you this, almost every controller can't make it without two paychecks. And so, I think the message is clear ... They've sent a message to open up the government and end the shutdown."
