The new directions come as two federal court rulings ordered the United States Department of Agriculture to disperse the benefits to SNAP recipients using emergency federal funding.
The state told SNAP recipients that money will be issued Friday, while President Trump has gone back and forth as to whether he'll comply with orders to fund the program.
