I don't remember seeing any pets there, so I think you'd have to ask before you bring the pet dog (or cat, or lobster). We saw some fish and turtles, so there might be a concern that some pets would bother the wildlife. On the other hand, you can park and get onto the walking paths without any official checking you in. We saw someone having a child's birthday party on the grounds, and signs of a couple of wedding receptions, so perhaps they're pretty laid back about who brings what. Sorry I can't be more help.

No, you will definitely need to take a cab. Make sure and be precise about where you want to go; we had some confusion with our cab driver and the cab facilitator at the cruise ship dock about just where we wanted to go. We cut a deal with the cab driver and he came back to pick us up at Jardin Botanico and took us to the old town where we had lunch before walking to the cruise ship.
